I have a few theories on his reaction here:

1. As delusional as he can be, the man is no dummy. He knows he's got as large a target on his back as all other radio personalities combined. Maybe if he nips these problems in the bud early on, he won't have to worry about saying something that will get him in trouble.

2. Howard needs a big audience for his ego. Whether you believe that he actually has millions that pay just to hear him or several hundred thousand, it doesn't matter. If the merger takes place, he can try to win over O&A fans through various replays. Even the most hardcore pest would check out his programming, if for nothing else, to see what lines of crap he's spewing. And that just adds more listeners to his program which will stroke his massive ego.

3. (and this could be the most important) Winning over the pests. I don't care how much we all despise Howard and the nonsense we've put up with him. If he somehow comes to a temporary truce with O&A and puts in a good word for them to weather this storm, he knows most of the pests will be appreciative and give him his due. While this has about a 0% chance of happening (O&A have said they would never suck Howard's ass just to keep their jobs), it could work out if the fancy millionaires keep things civil and set up certain rules (have the conversation tape recorded in case Howard wants to exaggerate elements of the "summit"; Howard can't reveal details of the talk ala his alleged meeting with Michael Jackson, and so forth.)
