At the end of white rule in South Africa, the country had a truth and reconcilliation commission. Parties on both sides of the equation had a chance to tell the truth of their crimes at the commission and have no legal consequences as long as they told the truth.
Baseball needs to do something like this. Otherwise the scandal will just keep growing. If you tell the truth about your roid use before the commission, you get a pass. You're not kicked out of baseball or fined or anything. If you lie though and are caught, you get kicked out.
