Perhaps if we would have fought the terrorists in their homelands instead of Iraq all these years, terrorism would no longer be as great a threat. It had been about 8 years since the last attack, oddly enough, by the same group (militant Islam). The attack in 1993 was not as successful, but there were no real consequences for said group, other than legal prosecution and life in prison for some of them. So the five years of not being attacked may not be significant, but it is not insignificant.
In 2001, we lost about 3000 people in a day. Per the Washington Post count (link below), 3142 have been killed thus far in the 5 years since we have retaliated.
