Graham says border-security measure yanked from defense bill

WASHINGTON | Sen. Lindsey Graham, a Republican from South Carolina, said Tuesday that Democrats had stripped from a defense spending bill a $3 billion border-security amendment that the Senate passed overwhelmingly last month.

Graham said Democrats also attached conditions to the Iraq war funding, leading all Republican senators on a conference committee to refuse to sign the panel’s report.

“I’m incredibly disappointed,” Graham said in an interview. “Congress would serve itself well if we funded border security as my amendment proposes, and it would help us move the immigration debate further down the road.”

Graham said Sen. Ted Stevens of Alaska, the senior Republican on the defense appropriations subcommittee, had informed him of the changes.

The Senate voted 95-1 on Oct. 3 to include Graham’s border-security measure in a broader bill providing $648 billion to the Pentagon, including $196 billion for the wars in Iraq and Afghanistan. The Senate passed the overall defense spending bill by a 92-3 vote later the same day.

The House of Representatives passed its Pentagon appropriations measure on Aug. 4. Both chambers will have to vote on a unified bill produced by the conference committee of senators and representatives.

Among the conditions put on the war funding by conference committee Democrats, Graham said, was a requirement that some of the money be tied to timetables for the Bush administration to change U.S. troops’ mission in Iraq.

Democratic lawmakers in the House and Senate have failed to place restraints on war funding this year. President Bush vetoed a supplemental spending bill over such attempts, and congressional Democrats lacked the votes to override his veto.

“These (new) conditions on how to spend the money are a back-door effort to change our strategy in Iraq and deny funding at a time when we’re making progress in Iraq,” Graham said.

Graham’s immigration amendment would fund building 700 miles of fencing along the U.S.-Mexico border, erecting more vehicle barriers at urban crossings and installing additional ground sensors.

The measure also would pay for detention centers for immigrants who overstay their visas or commit other crimes. It would provide money for state and local agencies to be trained in helping the federal government enforce immigration laws.

Graham’s amendment had been added to a comprehensive immigration bill in June in a failed bid to move the broader measure through the Senate.

Aides to Democratic leaders of the Senate and the House failed Tuesday evening to return phone calls seeking comment on Graham’s claims, or said they didn’t know anything about the issues. Graham planned to hold a news conference Wednesday with other senators.

I am not proposing that at all - although we are spending about a trillion at this point to "free iraq" - are you ok spending that money on that kind of humanitarianism? I mean that is our tax money.

I'll tell you what the plan is, and it certainly isn't a fence, although that would be nice in a different world. In the real world, however, illegals will simply find ways to negate the effects of the fence, and then that HUGE investment will have become just another big hole of taxpayer money.
I know that republican way to solve problems is to throw money at them, but it simply wont work. To stop illegals, 2 main steps need to be taken.
First, it has to be difficult for people to employ them, at leats more difficult than it is now, and secondly, we should ahve programs in place that help people in need to labor find people who can work. A program that would marry high school students and farmers with a summer work program would be a start.

The bottom line is, just like the war on frugs has failed because there is always a demand for drugs, the border fence too will be a failure if there's always a demand for illegals.

a 7000 mile fence is not effective - explain how it works to everyone - you are aware that shovels are legal in mexico?

the 300 mile fence they have is nowhere near the proposed chainlink fence proposed for the mexico/US border - if you're cool with pissing away more tax dollars just say so.

actually I thought the border fence was being designed to accommodate the terrian in which it will be placed....it's only a chain link fence?......how tall are they building it?

The reason the fence does not go from one end of the border to the other is because the areas where no fence is going to be built are either impassable to begin with, impossible to make it to wherever they are going because there is 50 miles of desert in between or there is already a barrier in place.

there you go speaking in absolutes - that's where you're always wrong - there is always a way to cross - always - stop the incentive and penalize - but you want to build a baby's crib.

Penn and Teller proved that it would take less than 3 minutes for somebody to go right through the fence with the exact specifications as the bill called for.

Thats how much you are stopping them....3 minutes..and thats just the first guy, all the others are a matter of seconds

Holy crap, this is defining.
This throws into sharp relief the contrast between the 2 sides on this issue.
A fence, while it does warm the cackles of MY heart, is logically useless. Countless tunnells have been found and destroyed, tunnels over 100 feet in length, one up to half a mile long, that simply go UNDER the fence.

As usual, we NEVER address the source of the problem, merely the symptom.

I say let them in. They work alot harder than the white trash "real" americans I see in front of me in line at the supermarket buying Hi-C & Doritos with an access card. For every hard working Mexican we grant citizenship to, we should deport a burden on our society to Mexico.

Stop the problem of illegal employers and employers who look to employ non-Americans and then there will no reason for the people that that wall is trying to prevent from coming into this country to come into this country.
