The NFL tabled a proposal to adjust the playoff seeding system, but approved several other rules Wednesday.

The league had discussed allowing wild-card teams to be seeded ahead of the division winner with the third- or fourth-best record, if they had a better record. But the proposal did not go to a formal vote because a show of hands made it clear that it didn't have the required 24 ''yes'' votes to pass. The issue might be raised again at league meetings in May.

Among the rules that passed:

• The force-out rule was eliminated, meaning a player who catches a ball must have both feet (or another body part) in bounds.

• Teams winning the coin toss now can defer a decision until the second half. In college, teams choose to get the ball to start the second half 97 percent of the time, said Mike Pereira, the NFL's head of officiating. But ''after talking to a number of [NFL] coaches, many prefer to start on offense,'' said Titans coach Jeff Fisher, co-chairman of the competition committee.

• Instant replay was expanded to include review of field goals (except those above either upright that don't touch anything).

• Snaps untouched by a player in position to receive a hand-to-hand snap will no longer be a false start, and either team may recover and advance the ball.

• Muffed illegal forward handoffs will be treated as fumbles, and no longer as incomplete forward passes.

• Incidental grasp and release of the facemask, which was a 5-yard penalty, no longer will be penalized. The 15-yard penalty remains intact for twisting, turning or pulling the mask.

I like the no force out rule. It was getting to be to much of a judgement call by the refs and the refs are fucking idiots as it is.

What about the SpyGate rule of NOT cheating to win games?

I like them getting rid of the force out. If the reciever can't catch and land in bounds, then the defender did his dam job!!

I heard they were considering making a player cut his hair or restrain it in such a way that his name be clearly visible on his jersey. I don't see it so i guess it didn't make it.

Im confused about the coin flip rule. Havent you always been given the choice to kick or receive if you win the toss? How is chosing to kick in the first half differnet from now "deferring it to the second half.

i think it means that, lets say you win the coin toss, and you defer. that means that in the second half, you can choose to either kick or receive. thats how it is now, the team that loses the coin toss gets to choose whether they want to kick or receive in the second half. now, the team that wins the coin toss, can pick what goal they want to defend, but then can choose whether they want to kick or receive in the second half instead of in the first half. from what ive read thats the way i see it.

That doesnt make any sense. If your defering the choice until the second half that means that you are giving your opponent the choice because what ever happens in the first half will happen in the opposite in the second half.

Should have adopted the NCAA rule, no force out, but one foot inbounds.

Two feet with the force rule was tough enough.

Not necessarily, as the NCAA shows.

Removes the near 100% chance that the coin toss winner receives to start the game in the NFL.

What does it mean to defer a decision until the second half?

Is this just a fancy way of saying that they will kick off to start the game instead of receive?

I can take trash talk from the Pats fans that went to a SB last year but the Jets have been to the playoffs more recently than Denver.

Not sure I understand why grasping another player's facemask (briefly) is no longer a penalty.
