Less than 5% of the weapons they "got off the street" were functional. A smaller percentage than that would have ever been used in a crime. None of them were worth $100.01. That said, who could complain about taking (ironically at gunpoint) money from people who earned it to buy rusty single shot .22's from anyone with the gumption to comb crawlspaces and yard sales to procure them.
